Core Rulebook S.78
Survival Opportunity
The only times that survivors may dash or surge. Survival opportunities exist at the following times: during flows on monster AI cards; between actions on the survivors' turn; before performing reactions; after critical wound effects; or when a monster is knocked down.

Survival Actions (erster Satz)
Survival actions cannot be performed until all current survival actions are resolved.

I skimmed this, so I apologize in advance if one of the fine members here at BGG covered this. Here is a quick and dirty explanation of chain surging. It really only ever goes a single link deep -
A survival action, cannot interrupt another survival action. Each action must be fully resolved, before another can be performed. So if a survivor surges, within another survivors attack. That attack and all reactions must be fully resolved before returning to the original attack and any unresolved reactions or HL cards.
So in the case of a flurry of surges from an entire hunting party, each attack must be resolved 100% before another can begin. Often, Monster reactions or traps will disrupt such plans.
Quick example:
Allister strikes the White Lion from the side, causing a reflex reaction where it will bolt forward dragging anyone along with it. Erza whom is standing directly in front of the lion dashes away. While she is moving, no on can perform any survival actions. Once her dash is 100% finished, the window for survival actions reopens. Zachary whom is standing next to Allister decides to surge and attacks the lion, (closing the window for other survival actions) hitting it once and drawing another hit location, its reaction is to perform its basic action, targeting the attacker. The monster attacks Zachary (whom can't dodge because he is attacking) and after that HL card is resolved, Zach's surge is finished and we return to the original reaction and the window for survival actions reopens. No one else decides to perform any survival actions and we move on to resolve the original reaction... sadly the lion is now facing Allister and Zachary, as the basic action it performed due to Zacharys surge and attack has turned it around! Allister cannot dash out of the way, because he is still attacking and the lion bowls both Zachary and Allister over, dragging them away.
After we finish Wave 1 and the dust settles a bit, I will be happy to answer questions and eventually roll the really informative ones into an official faq and living glossary that we have built.
Until then, its actually helping us out a lot as a design team to read everyones questions about our rules. We went to an extremely technical place and while that makes for "solid" rules, it can often lead to common sense hang ups. A great example of that is dismembered and paired weapons. Our intent was and is very much that you can use paired weapons when your missing an arm! Put it in your teeth or strap it to a stump! But since that little bit of... descriptive flavor was not in the rules, all we are left is the technical, rule by omission. Wherein it doesn't say anywhere that you CAN'T use paired weapons when your dismembered.
Anyway, thanks! And no, I sadly cannot answer any more questions right now. I'd really really love to. But it's 1AM and I've got a busy day of packing rewards and chasing up tickets tomorrow.
